I could not resist borrowing this from Kerron Cross. What do you do if you suspect or discover fraud? Fortunately, the HM Revenue and Customs Excise website has the answer here.

You should always beware gifts left by our Labour friends. For those of us who have access to the internal version of the document (and I fall into that category), the content relates to guidance to our staff as to what they should do if they suspect or discover fraud, not necessarily something you would want in the public domain.
