No publicity

This report by the Taxpayers Alliance raises a number of questions but the one that is nagging at me is this: If Flintshire spent one million and ninety three thousand pounds in 2005-06 and presumably similar sums subsequently on publicity, then how is it that they never have any good news stories in the media?
Comments:
Could the reason be that the money was primarily spent on informing the public about services & consulting on priorities rather than on glossy PR? Not every book can be judged by its cover.
