There is a clear pattern emerging here:
Update: In the comments Kirsty Williams reminds me that the Health Minister has stopped Powys Local Health Board's consultation on closing Builth, Knighton and Bronllys hospitals untill after May 2007. The official reason was the publication of new guidance on Community health services due in January yet for some reason that guidance is now also delayed.
- The Assembly Government defers a decision on transferring adult neurosurgery from Swansea to Cardiff until after the May elections;
- It is announced that a decision on whether or not to close Fairwood Hospital in Gower and Ward One of Hill House Hospital in Swansea will be left until June 2007:
- An enquiry is set up by the First Minister and the Health Minister that will delay a decision on stopping emergency surgery in Prince Phillip Hospital in Llanelli until after May 3rd. Llanelli is the most marginal Labour constituency in Wales.

How about the Minister stopping Powys LHB's consultation on closing Builth, Knighton and Bronllys hospitals untill after May '07. The official reason was the publication of new guidance on Community health services due in Jan. Guess what the guidance is now also delayed. But its probably got nothing to due with Labour trying to get a list seat in Mid and West Wales.
And don't forget Llanidloes as well. The Powys LHB decision also compromised the position of the most senior health civil servant, Ann Lloyd and every member of the Board, particularly the Chair, Chris Mann and Chief Exec, Andy Williams. No-one believed the guff about why they delayed it. It was a utterly disgraceful piece of political manouvering
Would anyone care to comment on the suggestion that the attempt to defer the tobacco smoking ban had similar base motives?
